The need to rebuild the European economy in light of the COVID-19 pandemic has prompted the European Commission’s work on a Recovery Plan, the priorities of which were recently revealed by President Von der Leyen. There is no doubt that substantial additional resources will be needed to help mitigate the shock from the coronavirus. 

As stated by Commissioner Gabriel, there “cannot be a trade-off between research and innovation and the recovery”. The Recovery Plan and the revised MFF must not lose sight of the centrality of R&I in building the EU’s Resilience. As an engine central to ensuring Europe’s digital competitiveness and to strengthening its innovation capacity and technology development, R&I is an essential key to recovery. 

With the keynote intervention from Mr Jean-Eric Paquet, Director-General of DG Research & Innovation, participants in the virtual debate will have the opportunity to discuss these key issues and debate on how the EU’s innovation policy will be affected by the coronavirus pandemic.

    Jean-Eric Paquet

    Director General, DG R&I, European Commission

    Jean-Eric Paquet has been working as the Director-General for Research and Innovation (DG RTD) since April 2018. Mr Paquet started working with the European Commission in 1993 and since then has worked in various areas throughout the Commission. From 2002 until 2004 he was the Deputy Head of Cabinet of former Commissioner for Research, Philippe Busquin. From 2007 until 2011 he worked as a Head of Unit within the Directorate-General for Mobility and Transport (DG MOVE) before becoming the Director of DG MOVE’s TEN-T and Smart Transport directorate. Mr Paquet joined The Directorate-General for Neighbourhood and Enlargement Negotiations (DG Enlargement) in 2013. He took over the Directorate in charge of relations with Albania, Bosnia & Herzegovina, Serbia, Kosovo and later added Montenegro and the FYROM to his portfolio. Before starting his current position as Director-General, Mr Paquet served as one of the three Deputy Secretaries-General of the Juncker Commission and was responsible for Better Regulation and Policy Coordination.

    Head of Unit Research Funding EU and International Programmes at Delft university of Technology

    Servaas Duterloo is the Head of the EU Research Funding & International Programmes Unit of the Directorate of Strategic Development at TU Delft, since 2012. Next to his job he is a member of Crowd Helix Network Advisory Board. Servaas has studied as a Fulbright Undergraduate Scholar at Allegheny College, PA, (USA) 1983-1984, completed a Master Degree EU Law & International Relations, University of Groningen 1984-1990. He did a traineeship at the European Commission Task Force PHARE, 1990, and obtained a Master Degree Adv. European Studies, College of Europe Bruges/Natolin 1992-1993. Previously he was the Manager of the Netherlands Network of Innovation (Science & Technology) Attaches of the Netherlands Ministry of Economic Affairs, 2004-2012, the National Contact Point for EU’s FP6 RTD programme 2001-2004, Consultant with KPMG Consulting 1994-2001 and completed his National Service as an Officer with the Royal Netherlands Navy (Admiralty’s Office) 1991-1992.
