Like all countries in the EU, the Netherlands is developing its policy framework for Data Science and Artificial Intelligence. There is a clear economic opportunity to boost and support existing Dutch industry clusters. To seize these opportunities, a new public private partnership – the Netherlands AI Coalition, or NLAIC – is being formed of business, academia and government organisations. In the first month over 120 organisations joined the NLAIC. One of the key areas that NLAIC will focus on is security, both as a driver of economic growth and as a key area to create public value.
Data Science and AI can also be a powerful tool to create public value around peace and justice, for instance in gathering of evidence by prosecutors, supporting the courts in determining sentencing based on jurisprudence and by improving the effectiveness of humanitarian missions based on data analytics. It’s what the city of The Hague is working on through the The Hague Data Science Initiative.
Developing technology is not an autonomous process, but something thinking humans create in collaboration. So we – the Netherlands AI Coalition and The Hague Data Science Initiative – are looking for thinking humans that want to develop AI for peace, justice and security together with us. The goal of this session is to share our work to date, identify interesting research and innovation projects where we can collaborate across the EU, and to identify potential funding opportunities to bring these projects to fruition.

    Kate Dodgson is a project manager and researcher specialising in technology and innovation in the peace, justice, humanitarian and development sectors. Her work focuses on data science (artificial intelligence, machine learning), blockchain, innovation processes, data responsibility and ethics. She has consulted for various UN bodies, major INGOs, governments and universities including TU Delft, Leiden, University of Edinburgh and Texas A&M Qatar. Kate previously worked as a lawyer at the UN-ICTY, the International Criminal Court, and the Australian Government.

    Frans Nauta’s work is in innovation & entrepreneurship, with a focus on (clean)tech. By teaching & training on innovation and entrepreneurship, helping clients to grow the innovation capability of their organization, developing innovation ecosystems. At present Frans Nauta is working with the municipality of The Hague on Discovering how Data Science and Artificial Intelligence can contribute to peace, justice and security. With its profile of peace, justice and security, The Hague is well-positioned to adopt AI solutions for security challenges in its public and private organisations by accelerating scalable solutions and using data science through entrepreneurship. Some of the things Frans started: ClimateLaunchpad, the worlds largest accelerator program for clean tech business ideas (>45 countries, >800 startups trained this year), Climate-KIC Startup Accelerator (around 1.000 startups enrolled and >600 M€ attracted in funding), Innovation Platform chaired by the Dutch Prime Minister, Knowledgeland (think tank on social innovation and knowledge economy).
